Sienna speaking at CPRSTripepi Smith Senior Business Analyst Sienna Boyd shared her expertise with parks and recreation professionals during the 2025 California Park and Recreation Society (CPRS) Director’s Academy with her session, “Parks & Recreation Cheese Whiz: Leveraging Programming to Drive Community Engagement,” on October 10.

In her presentation, Sienna explored how parks and recreation departments can play a leading role in strengthening public trust and fostering civic connection. She emphasized that parks and recreation programs often serve as the most personal and consistent touchpoints between local government and the community.

“Many people may never attend a city council meeting,” said Sienna, “but they’ll show up to a summer barbecue or family movie night in the park. That’s where government builds trust — through presence, emotion and shared experiences.”

Sienna’s presentation introduced “The Cheese Whiz Equation,” a framework for creating meaningful engagement through storytelling, transparency and consistency. She encouraged agencies to focus on:

  • Messaging around real community members and their experiences
  • Using emotion and storytelling by highlighting transformation, progress and responsiveness in city programs
  • Connecting content and distribution through strategic promotion, cross-department collaboration and data to extend impact

“Sienna brought a fresh and thoughtful perspective to this year’s Director’s Academy,” said Adrian Reynosa, Vice-President of the CPRS Administrators Section of CPRS District 10, which includes Los Angeles and Orange Counties. “Her ‘Cheese Whiz Equation’ made complex communication strategies approachable and directly applicable for parks and recreation professionals.”

Sienna also shared several Tripepi Smith best practices for local government communications, including maintaining centralized information hubs, aligning departmental messaging and limiting social media posting frequency to ensure clarity and consistency across platforms.

The session concluded with an engaging discussion, sharing actionable strategies for parks and recreation teams to unify messaging, use engagement data effectively and broaden the scope of communication to reflect overall city priorities.
