The City of Bellflower engaged Tripepi Smith Talent Solutions (TSTS) to lead a strategic planning process to guide the City’s operations, investments and priorities for fiscal years 2025-2027. The outcome of a successful process resulted in the adoption of five strategic goals by the City Council.
“Bellflower is built on strong community values that support the opportunity for an excellent quality of life for our residents. We wanted to create a practical path forward for the City that would allow those strengths to grow and thrive,” said City Manager Ryan Smoot. “Partnering with TSTS in the plan’s development process has allowed us to intentionally and clearly design Bellflower’s route toward further success.”
The TSTS team began the process by distributing an online questionnaire to the City Council in October of 2024, followed by individual City Council interviews in November. With this feedback, TSTS identified major themes and priorities and presented a set of goals at a special meeting with the City Council in January 2025. After consideration and robust discussion, the City Council agreed upon these five goals:
- Enhance Public Safety
- Increase Public Outreach, Education and Connection
- Continue Investing in a High-Performing and Efficient Team at City Hall
- Improve Quality of Life & Visual Appeal in the City
- Strengthen Economic Development
Through February, TSTS and Bellflower executive staff met to strategize tactical steps associated with each goal. Tripepi Smith synthesized these goals and steps into the official Strategic Plan report that was adopted by the City Council in March.
