he Challenge
The City of Orange faced the task of educating its community about the requirements of California Senate Bill 1383 (SB 1383), legislation aimed at reducing organic waste. Orange’s goal was to increase public awareness/knowledge and drive behavior change around organic recycling. To facilitate this effort that required cross-platform communications in multimedia formatting, the City partnered with Tripepi Smith for public outreach and engagement support. Tripepi Smith and City of Orange completed their first engagement together from 2022-24, with a renewal for additional support services for 2024-26.
Our Approach
Since April 2022, Tripepi Smith has served as a dedicated communications partner to the City of Orange, supporting ongoing education and outreach around SB 1383. Our team developed and implemented a comprehensive, bilingual communications strategy to help the City engage its community, build public awareness of organics recycling requirements and meet state outreach mandates.
From 2022 to 2024, Tripepi Smith delivered:
- Ongoing updates to the City’s SB 1383 webpage to ensure accessible, up-to-date information.
- Development of campaign branding and a tagline to unify outreach efforts under a consistent visual identity.
- Bimonthly social media posts, with custom graphics, to maintain a steady stream of educational content.
- Leadership talking points to support internal and public-facing messaging.
- Six press releases/news articles and newsletter content to provide comprehensive updates and overview of SB 1383.
- Bilingual animated video and a three-part bilingual PSA video series to provide fun and easy knowledge to the community.
- 12 graphic design assets, including postcards, flyers, posters and event signage.
- Planning and facilitation of three in-person community workshops and one virtual workshop to directly engage with community members.
- In-person outreach support at four pop-up community events.
- Project management with monthly check-in calls to ensure deliverable tracking and adaptability.
Building on this foundation, Tripepi Smith continues to support the City’s SB 1383 education efforts under a renewed contract through 2026. Our current scope includes:
- Development of 36 social media graphics/posts, including the creation and management of up to two boosted posts or digital ads.
- Drafting of two additional press releases or news articles to sustain community engagement.
- Design of six pieces of graphic collateral such as billing inserts, postcards and flyers to support both digital and print outreach.
- Production of a new up-to-two-minute PSA video to reinforce organics recycling best practices.
- In-person staffing support for up to eight community events, with a Tripepi Smith team member providing on-site engagement.
- Ongoing project management and monthly check-in calls to align with evolving outreach needs and ensure on-time delivery.
Results
Through a multi-year, multi-platform approach, Tripepi Smith has helped the City of Orange build successful and sustainable SB 1383 communications. Our work has fostered greater public understanding, driven behavior change and established a trusted and consistent presence for the City’s environmental messaging.
Outcomes include:
- A more informed and engaged community with greater awareness of SB 1383 compliance requirements.
- A cohesive and professional public education campaign across digital, video, print and in-person channels.
- Animated digital videos we produced have garnered over 42,000 views
- Increased engagement with City content via social media, newsletters and community events, including a 300% increase from our first virtual workshop to our second
- A strong foundation for long-term outreach, with scalable resources and flexible communications support.
- Nearly 100% SB 1383 compliance from City of Orange businesses and multi-family property managers.
